According to episode 24 of the anime, the judging for the finals of the Pantasia Newcomers' Battle is exclusive to its General Manager.
Meister Kirisaki makes use of birds to express his reactions for his bread judging. Each bird has an equivalent range of points given.
Let's start with a screencap of how it looks like:
During the semi-finals, Azusagawa Tsukino and Kawachi Kyousuke were shocked to see a peacock's tail coming out of Meister Kirisaki's mask. In order for them to understand fully his bread judging way, Matsushiro Ken took out a chart and explained how the scoring sheet works.
And so, from the lowest (0-19, crow) to the highest (100, peacock) scores:
Scores are based on the bird that appears out of his mask. Technically, if it's a peacock, you get a perfect 100 score.
However, if you are a bread-genius like Azuma Kazuma, you just might see the peacock come out in full form from Meister Kirisaki's mask. You won't get more than 100 points, but as this usually never happens (a bird coming out in full form), he will consider your bread as one of the extraordinary ones he had the opportunity to taste of.
After announcing the winner in this episode, the rest of his birds came out of his mask. The General Manager is quite a magician, according to his colleague, Matsushiro Ken.
